Dr. Coulter is responsible for Health Management Services at Precept. Dr. Coulter has 15 years of experience improving health status, enhancing medical care, and controlling benefit costs for companies, including Fortune 500 clients such as Xerox, AT&T and IBM. Previously Chief Medical Officer and CEO of UltraLink, Inc., he also served as a Medical Director with FHP health plan, as a hospital Medical Director, and as a hospital-based Internal Medicine specialist with the US Public Health Services. He earned a BA degree from Yale, an MD from the University Of Virginia School Of Medicine and a Masters in Public Health from Johns Hopkins School. He is board certified in Internal Medicine and Geriatrics, has Certification in Employee Benefits (CEBS) and is a Board member of the Orange County chapter. He is a Fellow of the American College of Physician Executives and has served as a senior physician surveyor for the National Committee on Quality Assurance (NCQA). He has faculty appointments to the University of Southern California and University of California at Irvine and is a frequent author and speaker on health, benefits and medical topics.
